Acta-avtalet nästan klart
Idag avslutades sista förhandlingsomgången om Acta-avtalet i Japan. Tydligen ska det finnas ett färdigt ramavtal men än är det några frågor som inte är helt klara, dock förväntas dessa lösas inom kort.
Bakom avtalet Acta (Anti-Counterfeiting Trade Agreement) står EU, USA, Japan, Sydkorea, Singapore och flera andra länder - däremot ingår inte Kina, som är en stor producent och distributör av piratkopierade varor.
Tullen ska få beslagta
En komponent i Acta är att tulltjänstemän ska få rätten att beslagta piratkopierade varor utan en begäran från rättighetsinnehavaren eller från en domstol. Planen är att det frivilliga avtalet ska utökas till att gälla fler länder i framtiden.
EU fick backa på sitt önskemål att avtalet även skulle skydda produkter från särskilda platser, som Cognac, Champagne, Parma och Roquefort och andra. Det gick inte USA med på.
Acta-förhandlingarna har pågått sedan 2008. Avtalet har mötts av kritik, inte minst för att innehållet i förhandlingarna länge hölls hemligt. Kritiker har hävdat att de befogenheter som Acta ger myndigheter är integritetskränkande.

Delegater från 37 länder enades på lördagen vid ett möte i Tokyo om ett ramverk till ett internationellt handelsavtal om att bekämpa varumärkesförfalskning och piratkopiering, rapporterar nyhetsbyrån AFP.
Än kvarstår dock en rad frågor för parterna att komma överens om innan ett helt klart avtal finns på bordet. Bland annat råder delade meningar om så kallade geografiska indikatorer – namn på mat som kommer från en särskild stad eller region.
EU vill ursprungsskydda bland annat parmesanost, champagne och cognac, medan USA motsätter sig ett ursprungsskydd som riskerar att användas mot amerikanska företag som tillverkar till exempel parmesanost.
Men något förslag om detta finns inte med i avtalet och EU ska ha tvingats backa, skriver TT.
I ett brev från EU:s handelskommissionär Karel de Guchts talesperson till ledamöter i EU-parlamentet står det att det nu finns ett nästan färdigt avtal och att parterna ska lösa de sista frågorna så snabbt det går. Några fler förhandlingsrundor kommer inte att genomföras och avtalet ska publiceras inom kort.
– EU:s handelskommissionär Karel de Gucht välkomnar de framsteg som gjorts i Tokyo och tror att de utestående delarna kan lösas under de närmaste veckorna, säger EU-talespersonen John Clancy till Reuters.

Dennis, det är inte olagligt att tillverka "liknande produkter", och det räknas inte som pirattillverkning. Men när man slänger på ett annat företags märkesbeteckning så är det en annan femma.
